Work is moving. The parties see different outcomes.
The team is completing tasks, the client attends meetings and new requirements appear. There is plenty of activity. But progress through a task list does not necessarily give the client what they started the project for.
- Changes have become a permanent part of the project
Each request looks small. Together, they have changed the scope.
- The solution works, but the client sees little value
The product or service is available. Using it to achieve the desired outcome remains difficult.
- The work is complete, but acceptance is not
The team presents what was delivered. The client judges it against different expectations.
